Die Welt, aus der Provinz gesehen , Teil 2

Der Autor lebt, weit von Zwist und Unrast der Hauptstädte, in der fernen Provinz Tessin, umgeben von Palmen und Sonnenschein. Nie dringen die wichtigen Details der täglichen Weltpolitik bis dorthin, und so muss er sich mit dem grossen Bild zufrieden geben. Werfen Sie einen Blick auf diese kuriose Welt, heute auf:

Schweiz und Italien, Steuerflucht und Bankgeheimnis

Wenden wir unser Augenmerk gegen Süden und vergleichen wir, wie die dortige Regierung mit demselben Problem umgeht wie unser nördlicher Nachbar. Das Problem, Sie erinnern sich, ist die traditionelle Schweizer Eigenheit der Unterscheidung zwischen Steuerbetrug und Steuerhinterziehung (letztere wird nicht streng bestraft). Dies gefällt auch Bürgern aus vielen umliegenden Staaten. Deren Regierungen legen daher ihre Stirnen in tiefe Falten, so auch in Italien.

Auch hier ist der Staat begehrlich auf Zusatz-Milliarden. Er vermeidet es aber tunlichst, es mit seiner Elite ernstlich zu verderben. Für denjenigen Leser, der vielleicht die Verhältnisse gar nicht kennt, muss beigefügt sein, dass „Steuern sparen“ in Italien als vielbewunderte Fähigkeit und Ausdruck von Intelligenz gilt, wie jedermann vom kleinen Mann bis zum „Cavaliere“ bestätigt.

Angelehnt an die in Italien jedermann geläufige Tradition des kirchlichen Ablasshandels - oder Beichte - erlässt der Staat nun alle paar Jahre (3 mal in den letzten acht Jahren, wenn wir in der Provinz richtig zählen) ein Dekret, nach welchem für jeweils einige Monate vergeben wird dem, der steuer-gesündigt hat. Die Sünder nehmen das Angebot je nach Lebensumständen dankend nicht an oder aber schon, wobei sie dann einen kleinen geforderten Obulus begleichen müssen. Natürlich, wer sich an die dazwischen geltenden Gesetzte gehalten hat und nicht profitieren kann, erhält gleichsam eine staatliche Bestätigung für seine Dummheit, alle paar Jahre wieder.

Die levantinische Flexibilität, Gesetze dem eigenen Handeln anzupassen, wird auch in vielen anderen Lebensbereichen von der Staatsführung vorgelebt. Ist das nicht Untergrabung der eigenen Autorität, Selbstmord eines Landes?

Hm. Der Betrachter in der Provinz betrachtet den friedlichen Ablauf und kratzt sich am Kopf. Langfristig doch erstaunlich unbeschadet geht das Land ja eigentlich seinen Weg als Leuchte der Kultur, und dies seit Tausenden von Jahren nun. Der Staat verbreitet die message, obrigkeitliche Autorität nicht so richtig ernst zu nehmen, sondern als eine Art Kasperltheater anzusehen - ob da bloss Opportunismus oder am Ende - eher ungewollt wohl - gar höhere Weisheit dahinter steckt?

Woran merkt man, dass Ostern vor der Tür steht und die Saison startet? Na? Richtig, das Tessin füllt sich wieder mit Touristen, welche sehr zahlreich gerade über die Osterferien den Saisonstart im Tessin einläuten. Auf den Strassen sieht man wieder deutlich mehr Autos mit ausländischen Nummerschildern aus Deutschland, den Niederlanden, Belgien, Frankreich und so weiter. Ebenso hat sich in den Strassen, den vielen Cafes und Restaurants und auch bei uns im Büro, die Anzahl der Nicht-Schweizer sowie nicht italienisch sprechender Kunden und Gäste um ein vielfaches erhöht.

Das Tessin gehört nach wie vor zu einem der beliebtesten Reiseziele in der Schweiz und gilt als einer der bevorzugtesten Orte, um sich im Alter niederzulassen oder mit einer Ferienimmobilie die schönen Seiten des Lebens zu geniessen. Das Besondere am Tessin ist dabei der italienisch beeinflusste Lebensstil mit seiner Lockerheit und kulinarischen Köstlichkeiten. Ein weiterer und wesentlicher Faktor für die hohe Attraktivität des südlichsten Kantons der Schweiz, sind die klimatischen Verhältnisse die sich an den zwei bekanntesten Seen, dem Lago Maggiore und dem Lago di Lugano, bieten. Nur wenige Autominuten von den Zentralalpen entfernt und diese stets in Sichtweite, verwöhnt das Tessin seine Besucher mit sehr milden Temperaturen, viel Sonnenschein (Tessin wird auch als die Sonnenstube der Schweiz bezeichnet) sowie mediterraner, ja fast schon tropischer Pflanzenwelt. Palmen und andere exotische Gewächse, die die Touristen eigentlich nur aus dem Gewächshaus kennen, wachsen hier in wilder Natur oder zieren die prächtig bewachsenen Gärten der unzähligen Villen im Tessin. Ein wahrhaft paradiesischer Ort für Urlaub oder den Erwerb einer Ferienimmobilie. For decades, some of Locarno’s long time residents have complained about the deconstruction of all these splendid and rich ornamented liberty style villas in Locarno and its neighbouring communities. Ticino, the southern most canton of Switzerland bordering with Italy and famous for its beautiful lakes Lake Maggiore and Lake Lugano, is also famous for its traditional and Mediterranean influenced architecture. It is this very special mixture between Ticino’s lifestyle where alpine scenery meets Italian Mediterranean influenced way of life and architecture.

Wealthy and old-established traders built their residences along historic routes used by dealers travelling from south to north. Bellinzona, Ticino’s capital and UNESCO world heritage site, is a historical city poised as a gateway to the Alpine passes of St. Gotthard, San Bernardino and Lucomagno (Lukmanier) used by dealers from around the world. In fact, this strategic position made the cash tills ring because of the toll what was paid by dealers travelling on these historic routes.

Great examples of these old liberty style villas still can be seen these days, but more and more had to make way for new developments and residences. Unfortunately, this is characteristic for our times where investors and ROI is driving decisions and many of these grand villas where built on enormous plots right within the city which became very sought-after for investors to build new living quarter for high profits. The festival season in Locarno will be started by the Moon & Stars festival at Locarno’s Piazza Grande this Wednesday. International artists like Placebo, Tracy Chapman and Gloria Estefan, just to name a few, will entertain the beautiful main plaza at Locarno’s charming old city quarter. Locarno, the beautiful city on the shores of famous Lago Maggiore hosts this one of a kind festival since six years and welcomes many of the best artists in the world.
